Fallen Empire a Pax and GA a mod?

I got on this morning on Fallen Empire, and I was gonna log out, I noticed it said that FE was a pax galaxy. Then I got on Golden Age and Mayhem told me GA was a mod galaxy... whats happening?

Permaverse is pax also now, but the tax rates are still where you left them, unless you land or maybe use the factory on a planet....
