The owner of a colony may set its type of government in the biodome management screen. There are 4 possibilities:

Democracy
In this social structure, you allow the colonists to govern themselves and elect their own leaders. This improves their morale by 0.9 per hour. The bonus for democracy grows the longer this government type remains in place without changing. Democratic citizens prefer peace and will not allow nukes to be built in the weapons factory.
Prison
Under this system, force and terror are used to keep the population in submission and work them as hard as possible. Research discoveries cannot be made, but environmental research is not impacted. Morale goes down fast, by -2.4 per hour. Construction times for both buildings and weapons are improved by 50%.
Directorship
You appoint an official of your choice to run the colony to the best of his ability. Morale suffers slightly under this system by -0.48 per hour, but not nearly as much as it does under Prison. In a directorship, the research output of colonial scientists is increased by 50%.
Socialism
You mandate that colonists help each other out whenever possible and pool their resources to be as equals. This results in an increased reproduction rate. This government has a neutral effect on morale.
Historical Government Types
Anarchy
The Anarchy system had the same reproduction bonus as Socialism, but the morale change was random from hour to hour. Anarchy existed up until March of 2007 when Socialism took its place. There may be some planets in the older permas that still have planets set to Anarchy but there is no way to set new planets to this government type.
