If you're playing a rebang then your strategy should determine your stats. Charisma has an impact over the long haul for builders, so in a 2-week game the advantage isn't all that great unless you build like crazy. In a PAX rebang the IGP's and NPC hunting are often factors so the more traditional 10 dex is a legitimate strategy. In PAX I prefer to go with 10 charisma / 5 wisdom and strip the IGPs before they get going, thus shutting down the stray non-PAX players.
Last bit of advice: don't do a PAX perma. Do the PAX Big Bang or the rebangs.
