Tweak to UN Protection

Given that standard UN Protection lasts either 3 or 5 days on PK realms, i'd like to propose that reproduction rates are increased as well as morale - Perhaps by 15-20% for the duration of UN Protection on both counts.
UN Protection currently affects tax income (Pays for protection), so wouldn't it stand to reason that guaranteed safety would influence both the morale and reproduction rates.
This would indubitably affect PAX Servers, so i'd like to hear from those players and their opinions.
Perhaps this would be an option for just PK rebangs if the knock on affect would screw up PAX too much?
