Says my version of Starport is out of date every time I download it. Is there a different newer version I should be downloading?

Try uninstalling it from your computer and then downloading it from the playtechtonics mirror at
http://www.starportgame.com/download.php
It should automatically patch the game once you start it if your version is out of date, but the patcher has been changed over the years so you probably have to redownload.

I removed it from my computer. Then downloaded it from the link you provided. Still it pops up that it is out of date.

go into the program folder and try launching with the different exe files; GEClient, Launcher, and NewLauncher

Well that is not a problem anymore. However now when I click log in it automatically closes down. That's a bummer cause I enjoyed playing this game.

It sometimes does that if you were banned. But I'm guessing that is not the case.... Hmmm, Have you uninstalling and then completely wiping a directory of SGE?
-Uninstall the game
-Manually delete everything in the "Starport GE" Folder inside of your documents
-Then go back and install from whichever installer worked the last time
-Try running the game and logging in

to make the game refresh the patches all you need to do is go into starport folder and go into version.dat and type a number below what is shows, and the game will download the latest patch. i've done this before instead of reinstalling the whole bloody thing
