Use /ping in the game to see what your lag measurements are. If your latency is over 150 you might have a problem with latency. If you frequently have more than 0% packetloss when you /ping then you also have a problem. For FPS you want better than 50, or at least better than 30 at all times. If it dips below 20 you have an FPS problem.
If you have a connection problem like this, the first thing to do is shut down other programs that might use the internet on your computer, such as youtube, or other games. Also consider if other people or other computers are also using your router because that could be a source of problems. Try rebooting your router (pulling the plug and plugging back in), try rebooting your computer.
If you still have problems after those things, you may need a better connection to the internet in which case you might need to call your cable company or other internet provider company for better service. You might also consider changing out your router for a new one. Recommended brand is netgear.
