We've done this on Blitz. While a 2 system server may be too small, a normal server is way too big. I'd like to see something like this, though... a small server with a short life-span of a few hours, similar to Blitz, but about 1/4th the size, no domes for sale...

Simple answer

There is no best. I change scanners about 3-4 times a week. Battle and Neutrino, both are excellent, both are essential. I don't see the point in limitting myself to one.

The problem I had with the score adjust was by the end of 6 days I was usually an Admiral, once even a Fleet Admiral. I voted for more ships/weapons/upgrades/buildings, but to go a bit further... I'd like to see interchangeable secondary weapons and I'd LOVE to see a few new buildings available. Also would be nice to see a few new planet maps.
