The solar consumes metal every 5 mins, If the metal production is in neg numbers it will fire only when it has enough to get the solar bonus in 5 intervals. i.e if you have a colony that is only making 1 unit of metal ore per hour and it is set to a 1 shot the solar will fire for 5 mins every 2 hour...

I think its part of the 5 min cycles that are running throughout the game.
So it could be 5 mins or 5 seconds but to be honest I don't know but i do know that i have d/ced for a few mins and come back and am still in space and others d/c for just a few seconds and find myself on a planet.
