The max resolution on my laptop is 1024x768, so I'm still missing the chatbar.
Is it possible to re-size the SGE window in windowed mode?

Yeah, that's irritating. But normally the NPC's can kill each other so how would you propose that just in some special cases they don't? It would probably just be down to improving the AI a bit. I'm not sure if this would make things too easy. It would surely make building and colony management a lot less tedious, finicky and irritating though. It would reduce the extra trips for oil/org/med/ana when building as your hungry colonists wouldn't be grabbing for it all the time. ie. I bring 300...
