The official response from PTT on this subject was to re-create the 'Colonies' folder in YourDirectory/StarportGE/Data.

Then log in and sit on a col for 10-15 mins and that should sort it.

Or - What about turning Earth into a colony? Let me explain: As it is now, the Earth planet in Sol does nothing huge. It gives you an interesting image and unlimited colonists essentially.
