A better method for picking the double domes would be to make the UN planets at the beginning double domes, or able to be double domes. Probably easier if they start out double domes though

I have to bring the planet anaerobes, oil, and meds because it can't support them, but when I do it sits at about 11k pop with full military effectiveness and fully supports the 9 shot solar on it's own.
